He looks hispanic and a bit asian to me, but definitely not black. Is everybody who has slightly darker skin black to you? No black person is naturally that light. So no, it is NOT a 'normal variation within the black race'. Another case in the Netherlands about 10 years ago was the result of a black mans sperm accidentally being mixed in the sperm of a white man's. The couple were trying to get pregnant and were using invitro fertilization. The clinic wasn't very careful and yes, it resulted in twins being born. One white and the other black.
