The deck in this case would be Earth, so will NASA have to buy everyone on Earth a free drink?

In the sailing community it is a long established tradition that if someone drops anything onto the deck when working aloft in the rigging, you are obliged to buy everyone on deck a drink when you get back to port. So by my reckoning NASA will now have to increase it’s budget to pay for all the free drinks.
